David W. Jones
Founding Partner

David W. Jones is a partner and shareholder in Capitol Counsel LLC, one of Washington’s top bipartisan lobbying firms. With over 25 years of political and lobbying experience, he advises clients on policy, process, and politics. His clients have cut across multiple issue areas, including insurance, tax, transportation, technology, health care, financial services, and real estate. Mr. Jones has developed effective strategies for trade associations, Fortune 500 corporations, nonprofit associations, and small companies.
Prior to joining Capitol Counsel, Mr. Jones served on the political staff of numerous senior members of the U.S. Senate and House of Representatives. For that work, he was named a “Rising Star in American Politics” by Campaigns & Elections magazine and recognized as one of the nation’s top political fundraisers. He has served on the finance committees of numerous presidential and gubernatorial campaigns and been quoted on federal politics by national media outlets, including PBS NewsHour, The Wall Street Journal, USA Today, US News & World Report, Roll Call, The Hill, and Politico.
He currently serves on the board of directors of the Association for the Preservation of Historic Congressional Cemetery on Capitol Hill. Jones has served on the board of trustees of the American Council of Young Political Leaders, an international exchange program funded, in part, by the U.S. State Department; the council of trustees at Kutztown University of Pennsylvania; and the board of visitors at Mount Vernon. In 2014, he was awarded the Volunteer of the Year Award for his preservation work at Historic Congressional Cemetery.
Mr. Jones lives in Washington, D.C., and was raised in Chatham, New Jersey. He received a B.A. in political science from Kutztown University of Pennsylvania. He is a political junkie, an avid Washington
Nationals fan, an Eagle Scout, and a dog lover, and he enjoys scuba diving, travel, and history. He is currently planning a trip to Normandy for the 75th Anniversary of D-Day.

Jim Gould is a longtime lawyer and policy advisor in Washington, DC. Formerly a partner in two major law firms and principal in two government relations firms, Gould now runs his own firm, Jim Gould Strategies. He brings to his clients nearly four decades of experience in federal policy and policymaking, with special expertise in tax law.
Mr. Gould began his career as a law clerk for the United States Tax Court. Later he served on Capitol Hill as staff director, chief counsel, and chief tax counsel to the Senate Finance Committee under committee chairman Lloyd Bentsen (D-TX). He was intimately involved in the writing of the numerous major tax bills of the mid-1980s.
Mr. Gould brings an historical and procedural perspective to the job of advising clients on policymaking. He regularly assists clients in rethinking and reformulating policy positions as economic and political circumstances shift in Washington. Mr. Gould is a regular speaker on policymaking at bar association meetings and industry conferences. He holds a law degree from Harvard Law School and a bachelor’s degree in economics from Washington & Lee University.
